FACT(s) (Environment):

SYMPTOM(s):
Webspeed workshop will not run after upgrade to 9.1D
CAUSE:
If the IIS server was running during the installation of the new Progress version it will not refresh its cache of files.
FIX:
Completely shutdown World Wide Web Publishing Service from the Control Panel Services or Control Panel\Administrative Tools\Services
Then restart the WWW Publishing Service.
