CAUSE:
ProxyGen needs the .NET Framework to work properly and the Progress OpenEdge Installation Utility does not install Microsoft .NET Framework when installing Progress OpenEdge on a non-English version of Windows. The reason for this is that the Progress Installation Package only includes the English version of the .NET Framework.
FIX:
Install the Microsoft .NET Framework Version 1.1 Redistributable Package from the Microsoft Download Center WebSite
