SYMPTOM(s):
Launch.i &OnApp parameter does not work correctly.
When running the plipp procedure the procedure always executes on the client regardless of the launch.i &OnApp setting.
CAUSE:
The session property run_local was set to YES.
FIX:
Set run_local to NO.
