After applying SP3 upgrade to Roundtable, Partner Site load or Build Names Table results in error 138.
CAUSE:
The SAX objects for 9.1D have been partially included in the upgrade. There are history records but no version records.
FIX:
Delete the rtb_hist records from the rtb_hist.d file.
