SYMPTOM(s):
Cannot start webspeed broker
WebSpeed Broker does not start
Getting error 8297 when starting webspeed broker via wtbman command
Unable to start <service name> (8297)
Webspeed broker has owner defined
Userid and password is defined within WebSpeed Broker
User has all correct user rights
User belongs to local administrator group
WebSpeed broker starts when no owner is defined
No errors within broker and server logs
Problem is seen when trying to start the broker via Progress Explorer tool or wtbman command line
AdminServer is running
Adminserver is starting as Localsystem account
Problem only occurs on Windows platform

Bug# 20020628-039
CAUSE:
The issue is specific to how -u parameter is being parsed by jvmStart on Windows. jvmStart expects parameter -u as user:password. In this case, the -u is set to user:group:password
FIX:
Bug is fixed in 9.1D01 Service Pack or upgrade to 9.1E
