quoter utility creates a blank output file
Executing:
OS-COMMAND SILENT quoter.exe file > file.q -d^
results in a blank output file.
CAUSE:
Progress had not been installed on the machine. The version of Progress had simply been copied.
FIX:
Installed Progress correctly and this resolved the issue.
