The version of prox.dll registered and %DLC%\bin\prox.dll are not the same.

CAUSE:
The Prox.Dll file has not been properly registered.
FIX:
Go to start/run and re-register prox.dll, by doing:
regsvr32 %DLC%\bin\prox.dll
