$DLC/startup.pf (%DLC%\startup.pf) has been corrupted or is missing parameters
FIX:
Make sure the following parameters exist within $DLC/startup.pf (%DLC%\startup.pf) file;

-cpstream ISO8859-1
-cpcoll Basic
-cpcase Basic
-d mdy
-numsep 44
-numdec 46
