How to allow access only to the Data dictionary and Data Administration
FIX:
There is no Progress license that allows access only to Data dictionary and Data Administration. You might want to remove access to specific tools by removing or turning off the read access for the files, but this won't be removing the options from the menu "tools" or from the desktop. If you choose to remove or restrict the files and the user try to execute it, an error will be returned. For Procedure Editor the files are %dlc%/gui/_edit.r and %dlc%/src/_edit.p. For Application compiler the files are %dlc%/gui/_comp.r and %dlc%/src/_comp.p.
