SYMPTOM(s):
Error 8281 when trying to start the Webspeed broker
Unable to find wsbroker1 (8281)
"wtbman -name wsbroker1 -start" fails with error 8281
NameServer also does not start and displays the same error for NS1 when try to start
Unable to find NS1 (8281)
When used Progress Explorer from Windows machine to connect to the AdminServer in HPUX, only the database folder is being displayed with no content in it.
The admserv.log file shows the following(snippet of the log file):

Added ServerPlugin: UBrokerPlugin-WebSpeed (7431)
Added ServerPlugin: NameServerPlugin (7431)
Added ServerPlugin: WSMessengerPlugin (7431)
Added ServerPlugin: WSAPlugin (7431)
FACT(s) (Environment):
Showcfg displays both Progress Enterprise Database, ProVision Plus, and WebSpeed Enterprise Transaction Server licenses
When replaced the ubroker.properties file with the ubroker.properties.template file everything ran fine.

CAUSE:
The ubroker.properties file became corrupted while manually modifying it using the vi editor.
FIX:
Replace the ubroker.properties file with the ubroker.properties.template by copying the template as ubroker.properties.
