CAUSE:
The Oracle 9i client has not been certified before Progress 9.1D02, thus dictionary does not allow entering 9 at "Oracle Version" fill-in.
FIX:
Install and use Oracle 8 client libraries. Configure Oracle 8i client to connect to Oracle 9i instance via Net8.
