ODBC fails to connect.

Error: [JDBC Progress driver]:failed to create the Progress NLS handler (8933)
FACT(s) (Environment):
Progress 9.1x
Windows NT 32 Intel/Windows 2000
CAUSE:
DB started using a .bat file with _mprosrv directly instead of proserve. The proserve.bat file set the environment to run _mprosrv.
FIX:
Modify the .bat file and replace _mprosrv with proserve.
