CAUSE:
Incorrect path set in the $TOMCAT_HOME/webapps/aia/WEB-INF/web.xml propertyFileName Directive.
FIX:
Correct any incorrect Directives in the web.xml file. Restart the AdminServer and Restart Tomcat.
