SYMPTOM(s):
Error 8239 when messenger is communicating with the NameServer on the network where PacketShaper software is installed to increase network bandwidth
Name Server at Host <Host> Port <Port> is not responsive. (8239)
FACT(s) (Environment):
Distributed configuration
Has firewall in between web server and the WebSpeed Transaction Server
All the ports in the firewall are open both ways - in-bound and out-bound.
TCP/IP filtering configuration in both Windows 2000 machines have "Permit All" for all the 3 selections - TCP, UDP and IP.
Using cgiip.wsc script with number 1 option, messenger communication with broker, works fine.
Has a Packeteer hardware and software named PacketShaper installed

CAUSE:
The PacketShaper software is interfering with the UDP port. PacketShaper is used to control the bandwidth and monitor the network traffic to increase business critical application to run faster. Visit the following link to get more information on PacketShaper:
