FIX:
Add the following entry under the [Winchar Startup] section in the progress.ini file:
[Winchar Startup]
CursorHeight=100
The value specifies the height of the cursor as a percentage of a character cell. Valid numbers are 1 to 100.
When running the character client on Windows it can also be set in the registry:
\HKEY_LOCAL_MACHINE\Software\PSC\Progress\<version>\WinChar Startup\
