Unable to convert V7 database.
V9 4GL Development does not contain Legacy V8.3DB Utilities.
CHANGE:
Version 8 installation is no longer available.
FIX:
Need to convert a single volume Progress 8.3x database to multi-volume structure with only V9 4GL Development complete install. The needed Legacy V8.3DB utilities are not found in %DLC%\bin. This is known issue. Contact Progress Technical Support
