OpenEdge 10.x
CAUSE:
Machine was built with Windows 2000 SP4, no previous service packs. Without the base Windows 2000 install or previous service packs, the necessary files for java support are not available.
FIX:
Download and install JVM from Sun and then reinstall Progress.
