Trying Ctrl+/ (to obtain a question mark) causes the code in the Procedure Editor to run
Uninstalling and reinstalling Progress resolved the problem for the rest of the day
Problem came back the next day
Machine was infected with the blaster virus

CAUSE:
The exact cause is unknown at the time of this writing
FIX:
Update virus signatures on your anti-virus program and rescan your entire system as the strangeness of this problem points towards some kind of virus existing on the machine
