CAUSE:
Please note users are not supposed to use the Oracle DataServer license to proserve progress databases other then the schema holder.
FIX:
Prior to Progress 9.1C, a Personal database license came with Oracle DataServer.
Starting Progress 9.1C and higher, Work Group database license comes with Oracle DataServer.
Starting with OE 10 and higher, an Enterprise database license comes with Orcle DataServer.
This was an intentional change done within the Oracle DataServer product.
Please note, the Personal database license and workgroup database license here does not mean physical database licenses, both are DB-SERVER component which adds Personal or Workgroup CAPABILITIES to the Oracle DataServer license. The component allows remote connections to schema holder progress database and limit user count in the same way Personal database and Workgroup database license does.
