Database appears to start just fine
CHANGE:
Upgraded from Progress 9.1B to 9.1D
CAUSE:
PROMSGS environment variable is pointing to 9.1B on a database server
FIX:
Change environment variable PROMSGS to point to 9.1D version of promsgs and restart your database.
