TTY Browse will not start at column 1 in a frame

When a browse is created for character mode and column 1 is
specified as the position, it is always positioned at
column 4 - even when the no-box option is used. Why?

Character mode browse changed between 72D and 73A. There
are now extra spaces around the browse. These spaces are
intentional and the reasons for them are as follows. The
space at column 1 is for the border. Column 2 is left
intentionally blank (and will house the row marker in
version 8). Column 3 is for the selection tick mark that
in versions prior to V8 is not visible in single selection
mode. However, the selection mark WILL be visible in V8 in
both single and multiple select mode (this is to fix some
other confusing problems with the highlight bar). Column 4
is the start of the data.

Going from 73A, 73B and 73C to version 8 will have less problems
because of the changes made between 72E and 73A.
