The Windows Server 2003 is added to the domain as a domain server even though the machine was not being used as a domain server.
Removing the server's functionality as a domain server and running the machine as a stand alone server fixed the problem
FACT(s) (Environment):

CAUSE:
Adding the Windows Server 2003 in the domain as a domain server caused the security problem with the Internet Information Server and its associated IUSR_<machine> account password.
FIX:
1) Reset the password for the default IIS user (i.e IUSR_<machine-name>) within
Active Directory Users and Computers.
- Navigate to the 'Control Panel', 'Administrative Tools', 'Active Directory Users and Computers'.
- Expand domain node and navigate to the 'Users' node
- Locate the IUSR_<machine-name> account, right click and choose 'Reset Password...' menu item
2) Enter the new password against the web site
- Navigate to the 'Control Panel', 'Administrative Tools', 'Computer Management'
- Expand node 'Services and Applications', 'Internet Information Services', 'Web Site'
- Right click on the web site, choose 'Properties', 'Directory Security' tab, 'Edit the Authentication and access control'.
- Enter the new password and then again when prompted
3) Create a new Application Pool (i.e. LocalAppPool) and set the identity tab/predefined setting to be 'LocalSystem'.
4) Change the settings on the Home Directory Tab of your Website to be using the new Application Pool (i.e LocalAppPool)
5) Stop and Start the web site
6) Refresh browser.
