CAUSE:
Windows ME requires steps to work around installation problems with that platform
FIX:
Add the following key to the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION
SubVersion = a
Then reboot the machine and install the Progress Product or Progress Service Pack again.
