CAUSE:
The error is caused by incorrect Registry settings for the JAVA keys, in this case the entries were all pointing to quote: "install directory" instead of the physical Progress installation directory
FIX:
** Please note, always backup your registry before undertaking any investigation:
modify: HKLM\SOFTWARE\PSC\PROGRESS\9.1D\JAVA
>> keys exist for all @JAVA\*CP entries in proexp.prm
>> keys point to path\file that exists
