CAUSE:
A Progress environment variable is not set correctly. The DLC variable points to another Progress version (such as Version 8) in the Windows System variables.
FIX:
Remove the DLC environment variable or modify the DLC environment variable to point to the correct Progress version and restart the AdminServer. Sometimes the server itself has to be rebooted for the change in the DLC variable to take effect.
Removing the DLC environment variable is the recommended way, because the Progress client reads this information from the Windows Registry by default.
