MS JVM is not installed on that machine.
Clean installation of Windows 2000 Server
Windows 2000 Service Pack 4 installed on the PC
File XMLDSO.CAB is present in the location specified
CAUSE:
No Microsoft Java Virtual Machine installed because Microsoft is no longer installing MS JVM. Microsoft may no longer maintain its Java Virtual Machine (JVM) after 2 Jan 2004 and that the Microsoft SDK for Java no longer be distributed (effective as of the ruling).
FIX:
Install the Microsoft Java Virtual Machine from Progress installation media.
The Microsoft Java Virtual Machine is located on the Progress installation CD in the 3party folder: msjavx86.exe
