CAUSE:
The Prox.dll not registered properly on Terminal Server host.
A common cause for this is that the installation was performed without switching the Terminal Server to install mode first.
FIX:
Register the prox.dll with:
change user/install
regsvr32 %DLC%\bin\prox.dll
change user/execute
