CAUSE:
Know issue development aware. This is probably due to the fact that the Treeview just ignores the Toolbar of Page 0. The toolbar at the top of the treeview should actually inherit from the security of the toolbar defined in page 0 each time a Folder Window is created in the Treeview Container.
Moving toolbar on page 1 of the folder window makes a 2nd toolbar come in treeview, and the default one at the top being disabled. However, adding records with toolbar of page 1 does not add them in the treeview OCX.

Then make appropriate override to cancel the operation if customer has not the required permission.
