SYMPTOM(s):
WebSpeed 3.1B broker was not starting with user name and password in windows 2000
Getting the following error in the Adminserv.log file. The error message to look for is:
!-0099Error starting JVM, error 1385.
Logon failure: the user has not been granted the requested logon type at this computer.
jvmStart execution status: !+0099Error parsing file to execute: (%DLC%\jre\bin\jre)
SvcControlCmd.connectToService() failure: Unable to connect to the service process at rmi://db1a.cco-domain.cco.state.oh.us:20931/civildevt(after 2 retries) (8171)
FACT(s) (Environment):
The WebSpeed broker log file is not created
The user is in the local administrators group of the WebSpeed Transaction server
Taking out the user name and the password from the broker solves the problem

The exact cause is unknown at the time of this writing
FIX:
Remove the user name and the password from the broker's owner information.
