SYMPTOM(s):
Cannot create an empty database with runtime license in 9.x
Using Runtime license
CAUSE:
The Data Dictionary and Data Administration functions and files are available on *ALL* Progress clients and database products. However, these functionality cannot be accessed by default with a "run-time-only" clients or database product. Using Data Admionistrations functions as creating an empty database will also therefor not be possible since the *.db files (included the empty.db) files are not installed.
FIX:
It is possible to copy the empty.db file from another installation to the dlc folder and then create an empty database.
