Czech characters are displayed incorrectly within application
NLS_LANG parameter is not set
CAUSE:
ORACLE clients (including Progress DataServer) use environment variables to override the NLS settings of the database. The most important of those variables is NLS_LANG.
FIX:
At the system level, set NLS_LANG to Czech_Czech Republic.EE8MSWIN1250
This can be done under Control Panel - System – Environment - System Variables
