There are no errors in the Event Viewer log files
Single user connection to the database works fine
CHANGE:
Upgraded from 9.1B to 9.1D
CAUSE:
Corrupted files in the Progress directory after the upgrade.
FIX:
Remove the Progress installation and perform the clean install.
