FIX:
The progress.cfg files are created at the time of installation (_proinst) on the machine for the licensed Progress Products that were installed.
It should never be used on another machine and cannot be created in any other way.
User counts may be updated using the License Update Utility.
In OpenEdge 10.1A the License Update Utility was improved to allow it the ability to update PSDN licenses and evaluation licenses to full licenses.
Products may be added to existing installation in version 9 or later through use of the setup.exe from the installation CD (Windows) or the proinst from the installation CD (Unix).
