Can't start broker on VMS system - (1554) or no error at all
After eliminating all other possiblities, such as the progress.cld
file is not 'known' to the users process or the server license has not
been added to the progress.cfg file, another cause of Progress error
(1554) The server did not start successfully, could be the ownership
of the directory where the database is located.
A conflict between different applications could be caused by having a
wildcard (*) as part of the directory's ownership. In one case, the
owner was identified as [100,*], indicating the owner as belonging to
group 100, and the specific user was indicated by * (implying any user
that is a member of that group).
When a specific user was given ownership to that directory ([100,10])
the broker started without error.
