When using proutil with the tabanays or dbanalys qualifier, how to you assess the Scatter Index field / Factor value?

The optimal value for this field varies from database to database. To determine the optimal value for your database you should run tabanalys on a freshly loaded database. This will give you baseline figures.
proutil <dbname> -C tabanalys > tab.txt
Generally, if the value is 1.5 above the baseline value then you may benefit from a dump/load.
If you do not have baseline figures then we suggest that if the values for the larger tables is above 2.0 then you should dump/load. Remember to perform a tabanalys after the dump/load to get baseline figures.
