When the errors occur, the number of remote clients, and the number of other processes apw, biw, etc exceeds -n setting

FIX:
Upgrade to the last patch of 9.1C or Progress 9.1D
To workaround the problem:
Lower Ma and Mn so -n will not be exceeded
