SYMPTOM(s):
Keyboard randomly fails to respond when typing in the UIB or Procedure Editor.
The keyboard becomes unresponsive and alt+ menu accelerators do not work.
The mouse pointer becomes invisible when over the section editor.
Running riched32.dll 5.0.2090.1 or older
Cannot mark a word with double click in Procedure Editor
Cannot type until moving the mouse after reposition the cursor with mouse click.
User does not have access to an older version of riched32.dll

FIX:
This issue has been resolved in Progress 8.3C09 and 9.1B02.
