FIX:
On Windows 2000:
Add the Install-Dir\bin to your PATH environment system variables. Follow these steps:
1) Go to Control Panel.
2) Select the System icon.
3) Select Advanced tab > Environment Variables.
4) Edit the PATH variable to add the directory.
5) Reboot your system and try again.
