No. The Personal Database license does not have development capabilities, which is required to dump any tables contents in ASCII format. Therefore, the Data Dictionary's (or the Windows Data Administration utility's)
Admin -> Export Data
and
Dump Data and Definitions -> Table Contents (.d file)
options are unavailable (i.e. grayed out).
