FIX:
The Character Client product is a free product but needed to be requested at time of product purchase. The product resides on the normal Progress installation CD and you would be provided with a product serial number and control code that would be entered at installation time.
To obtain the Character Client product you will need to contact your local Progress sales office to see if you are still able to obtain the product codes for your version.
