FIX:
Usually unzipping the files into the Progress installation directory (after making sure that no Progress process is active) should do.
However, please refer to the README.PAT file in the Progress installation directory that is created after the patch has been unzipped. For example, on 9.1C27 you have to register %DLC%\bin\proexptrl.dll for the Progress Explorer to work correctly.
