System environment variables were set pointing to earlier installation.
HKey_Local_Machine\Software\PSC\9.1D\startup registry key did not contain any strings value.
CAUSE:
Corrupt installation of 9.1D.
FIX:
1. Remove all environment variables pointing to Progress
2. Reinstall 9.1D
3. Reboot system.
4. Launch the service pack installation.
