Trying to connect to the Progress/400 DataServer.
CHANGE:
Installation of Microsoft Proxy 4.0
CAUSE:
The problem is with the automatic updates that windows, if allowed, performs every now and then. We didn't disallow the updates but we restrict them to avoid updating the proxy.
FIX:
Use the MS Proxy installation without any update.
