CAUSE:
A 9.1C patch which added the AdminMsgTimeout parameter, introduced this problem. This is logged as Bug# 20011206-001. Instead of giving a message in the database log file to indicate the parameter and its value, it reported an incorrect message.
For example:
On HP-UX 11 it will report ". (6359"
On Windows NT 4.0 it will report "e-byte or multi-byte(UTF8) languages. (3623)"
FIX:
Upgrade to 9.1D.
This behavior was fixed in subsequent 9.1C patches as well as in Version 9.1D
