FSM ERROR occurs when agent is started after the number of agents falls below the minSrvrInstance

FATAL ERROR : (2) Protocol Error. (8121)

FSM ERROR: INVALID ACTION state= 9 event = 6 : FSM : action= 18 nextstate = 11

CAUSE:

Bug# 20020403-022

CAUSE:

This is a bug in broker. The problem was caused by a small timing window opened up when starting the minimum number of agents. The server threads were incorrectly started in the READY state. This caused the connect request to be issued to the server thread before it was ready, resulting in the FSM error.

FIX:

This issue has been fixed in the following Progress 9.1C patches and 9.1D.
