CAUSE:
This database specific error can occur for one of the two reasons:
1. User is only connected to the schema holder but not to the foreign database
or
2. User is connected to both schema holder and the foreign database but selected the schema holder for current connection state from Progress Data Administration window > Database menu > Select Working Database...
Verify that the user is connected to the foreign database by going to the Progress Data Administration window > Database menu > Select Working Database. There should be two connections visible - the top one is the schema holder (progress Database) and the bottom one is to the foreign database. Look at the right most column for the connection heading as "Conn". If it displays "no", the foreign database is not connected. If it displays "yes", then select the bottom database under the Select Working Database... menu from the Data Administration > Database menu. This will set the current connection state to the foreign database.
FIX:
Connect to the foreign database from Data Administration window > Database menu > Select Working Database... if not connected. If connected select the foreign database connection for the current connection state.
