Unable to execute RUNDOS.EXE. DOS error <251>. (523)

The error can be experienced when the 4GL command "DOS" is used to
shell out of the 7.3x character procedure editor to a DOS prompt.
The following two conditions must exist for the error to occur:

1) The character client (_progres.exe) is run from a DOS window in
Windows 95.
2) A Symantec product (like PC Anywhere, Norton Utilities or Norton
Anti-Virus) for Windows 3.1 or Windows 95 is installed (or had been
installed) on the machine and the SYSTEM.INI file or the Windows 95
registry include the driver file.
In SYSTEM.INI under the [386enh] section --> DEVICE=symevnt.386
In the Win 95 Registry--> a new key with the name "SymEvnt".

This problem can be resolved by downloading an updated version of the
"symevnt" driver file from Symantec's WEB site @ www.symantec.com
From Symantec's home page select "AntiVirus Research Center".
From the next page select, "Download Updates", from this page select
"Utilities". You will find the files "SYMEVNT.EXE" "SYMEVNT.TXT.
It is recommended you download both, since the .TXT file explains
what the driver is used for and how to install it properly.

NOTE: According to Symantec Tech Supt Team, PC Anywhere can run
without this driver. However, other Symantec applications (like Norton
Anti-Virus) rely on this driver being present in memory. For more in
