CAUSE:
Known issue for 9.1B and 9.1C unpatched versions.
Also caused if there are start and stop receiver calls executed inside the message handler.
FIX:
Upgrade to the latest 9.1C patch or higher and make sure that there are no stop/start message receiver calls inside the message handler.
