SYMPTOM(s):
SYSTEM ERROR: Too many transactions. (207)
SYSTEM ERROR: prevbiblk (rlrw.c) bad prev rlcounter. (868)
All users who use "do transaction" are getting message 207.
Problem started when a record was locked for about 20 min and the user session responsible for record lock was released.
Any process that does not cause a transaction is ok.

CAUSE:
This may be related to a 9.1C bug# 20020131-006 (SYSTEM ERROR 207 on the database log) fixed in 9.1D. This message means that a client has attempted to start a transaction but the transaction table is full.
FIX:
1. Dump database while it is up.
2. Shut database down.
3. Load new database.
