Starting WebClient application fails with error opening PROMSGS file
Running WebClient application results in "msgOpen: Unable to open file: PROMSGS".
FACT(s) (Environment):

CAUSE:
Application using an INI file which was pointing to a non-existing or incorrect DLC directory
FIX:
Modify the INI file and remove the DLC entry, or if launching WebClient application from manually
created shortcut set correct DLC entry in the INI file.
